From the Rosie Rueter Trailhead, you'll head out on the Rosie Rueter Trail, then take the Incline Challenge Trail back. It can be hiked in either direction, however. Dogs are not allowed on the incline itself, but can be on the trail. The area is open from sunrise to sunset. There are portable bathroom facilities available at the parking lot. The Incline features 132 steps, but aside from that, the trail is fairly easy to travel.
